Nokia prototype devices running Windows Phone 8 are already in the hands of VIP’s and “star developers” according to Neowin. They are allegedly under strict monitoring conditions, so we probably won’t see any of these devices appear on eBay soon.

These privileged developers were given early access to work on applications for launch.
